- Irrational charges by Airtel for new sim Open

I was getting voice interuption problem in the Aitel network of my two numbers which i am using. I went to Airtel store near kitchlu nagar, hambran road ludhiana for resolving issue regarding this. They said that i need to change my both SIM and have also to pay Rs ** for each new sim. I told them that this is the problem of airtel network then why i need to pay the charges. But they insisted that i have to pay pay the sim charges. Even they dont provide the receipt for such charges. Kindly help me in this matter.
